Laguna Seca Gets New Bridge. Will MotoGP Ever Return?

Progress is being made at Laguna Seca. The new pedestrian bridge is nearing completion.
What's the future of MotoGP world championship racing at what many consider to be the greatest racetrack in this hemisphere? Well, at Austin we spoke with, or tried to speak with, people who could make this happen.
What did we learn?
We learned that whoever the SCRAMP guy was that walked into Carmelo Ezpeleta's track office at the last Laguna Seca MotoGP race and told him that DORNA needed to drop its sanction fee by two-thirds because MotoGP had no value did "scorched earth"-level damage to the chances of MotoGP ever returning to Laguna Seca.
However, World Superbike can return to the track whenever someone wants to pony up the sanction fee. But MotoGP?
